National Insurance to be renamed?

National Insurance could be renamed 'earnings tax' under a new proposal put forward by Conservative MP Ben Gummer.

Chancellor George Osborne is said to be intrigued by the possibility of renaming National Insurance, and many believe it is the first step towards the merging of National Insurance contributions and income tax.

Tory MP Gummer, who has been described as a 'rising star' of politics, is a long-term campaigner for tax transparency.

"I am very pleased the Government is interested in the idea. They have been very receptive to trying to make the tax system more transparent," said Mr Gummer.

"This would be a really good step forward in making what the Government takes from taxpayers clearer and simpler. The most important part is changing the name so in the public mind we can begin describing the two as the same, which they are. This is a first step."

Mr Gummer proposed his change in legislation to the House of Commons yesterday, under the 'Ten Minute Rule Bill'.
